Bouncy over speed bumps on a Navigator usually means the rear air springs or the shock absorbers are tired. Park it overnight on level ground and see if one corner sits lower in the morning. A slow leak in an air bag is the most common culprit, and it's a much cheaper fix if you catch it early.

A single bumper scuff is usually a one to two day job if the shop does the prep, colour match and bake in-house. Anything faster than that and they're likely skipping cure time. Ask if the lacquer gets baked or just air-dried, because that decides how long it lasts.

Static vs dynamic load rating is exactly the right thing to ask about and most sellers don't specify which one they're quoting. I'd email them directly and get it in writing before ordering, especially at 300kg on rough terrain.
